What should be the Minimum % of Arabian Blood in Registered Derivatives?

I find this subject interesting, as I breed pure blood Arabians myself I have often wondered after watching some of the derivative classes at different shows just how much Arabian blood are in some of the major place holders, as it would appear to me very little if any.
It would make sense if a much higher minimum was set say 25%.so that the Arabian traits were more self evident otherwise whats the point?
What do other breeders think?
